Verizon looking into reports of 4G network problem (Reuters)

(Reuters) ? Verizon Wireless is investigating reports that some customers were experiencing trouble accessing its fourth generation (4G) network, a spokesman told Reuters, as the company yet again had to face service problems with its faster wireless service.

Verizon customers around the United States are reporting widespread outages of the company's 4G wireless service, as well as spotty performance of the older 3G service, the Los Angeles Times said on its website.

Verizon Wireless spokesman Marquett Smith told Reuters that the company is investigating reports of network problems.

"The network continues to operate and all customers continue to be able to make calls, send text messages and utilize data services. 3G devices are operating normally," Smith said.

On December 8, a problem prevented some U.S. customers from accessing the Internet on their wireless devices for about 24 hours and again on December 21, the company had to fix a data service problem.

Verizon Wireless is owned by Verizon Communications Inc and Vodafone Group Plc.

Suit raises 'Who owns Twitter account?' issue

A former writer for the PhoneDog website is being sued by the company not for leaving it, but for leaving with PhoneDog's name as part of his Twitter handle, resulting in a lawsuit and raising the question of who really owns a Twitter name? And is it worth the kind of damages PhoneDog is seeking?

Noah Kravitz is facing the suit by Phone Dog Media, which says that when Kravitz left the company in October 2010, he took with him the Twitter name "Phonedog_Noah" (tied to his personal email) ? and 17,000 followers. The company is seeking damages of $340,000 ? $2.50 a month for every follower for the eight months Kravitz used "Phonedog_Noah" (until he was served with the suit).? He now goes by "noahkravitz."

Kravitz, who has gone public to talk about the issue, said when he left, PhoneDog, which covers cellphone news, said he could continue with the "Phonedog_Noah" account in exchange for tweeting for the company "from time to time."

Phone Dog Media has kept mum ? and definitely not tweeted ? about the lawsuit, but did issue this statement to the New York Times, which recently wrote about the case: ?The costs and resources invested by PhoneDog Media into growing its followers, fans and general brand awareness through social media are substantial and are considered property of PhoneDog Media L.L.C. We intend to aggressively protect our customer lists and confidential information, intellectual property, trademark and brands.?

Kravitz, who now writes for TechnoBuffalo, said he's not sure how PhoneDog came up with the monetary formula it used in seeking damages for the total of $340,000.

"If you took their valuation and if you applied it to the Twitter accounts of somebody like Lady Gaga or Shaq, you'd have the gross domestic product of more than one nation on earth per month," he recently said in a CNN interview.

The case, attorney Henry J. Cittone, a specialist in intellectual property disputes, told the Times, will "establish precedent in the online world, as it relates to ownership of social media accounts."

In the meantime, publicity is bringing Kravitz many other Twitter followers; as of Tuesday, he had more than 23,700 of them.

PC World reviews car infomatics systems. Broadband concept cars such as the NG Connect Toyota Prius and the Verizon OnStar 4G Buick LaCrosse are moving from concept to production.

The 4G-connected car will perform a whole new set of tricks.

  • Audi Connect. Audi recently partnered with Alcatel-Lucent to show off an LTE version of their infotainment system. Audi?s production Connect system is capable of 7.2-mbps in-vehicle speeds, and 2012 models with Connect are considered the first production Web-connected vehicles. Through a partnership with T-Mobile, this SIM-card-activated service-plan system features navigation and weather/news/gas-price travel services that stay up-to-date with a built-in cellular data connection, and its integrated Wi-Fi can connect up to eight devices.
  • Cadillac?s CUE System. The Cadillac User Experience, is a combined infotainment, navigation, and communication system that?s easy to use. It enables users to connect up to ten Bluetooth mobile devices?its Bluetooth Audio Streaming AVRCP 1.4 supports wireless browsing of media players?and it features two USB ports and an SD Card slot. CUE will debut in 2012 in the Cadillac XTS and ATS luxury sedans and SRX luxury crossover.
  • Kia?s UVO System. Kia?s voice-activated UVO system, like Ford?s Sync, is the result of a partnership with Microsoft. It features Bluetooth smartphone connections, a color touchscreen, an integrated rearview camera, and a 700MB in-dash music hard drive.

Automotive telematics really got going with GM?s pioneering OnStar in 1996, which included an onboard GPS with 3G cellular connection. MyFord Touch enabled drivers to seamlessly integrate nearly all mobile phones and digital media players into their cars with voice commands, and touch-screen inputs enabled by Ford Sync functionality. Others such as Mercedes-Benz mbrace and BMW Assist have run on 2G and 3G connections.

  • OnStar. Uses CDMA mobile phone voice and data communication, primarily from Verizon Wireless in the United States and Bell Mobility in Canada. Drivers and passengers can use its audio interface to contact OnStar representatives for emergency services, vehicle diagnostics and directions. A new aftermarket interior rear-view mirror with a built-in OnStar module, branded as OnStar FMV, became available to the public on July 24, 2011. It provides some of the features an OEM system has, such as Automatic Crash Response, Stolen Vehicle Tracking, Turn-by-Turn Navigation, and Roadside Assistance.
  • Ford Sync. Ford first announced SYNC in January 2007 at the Detroit International Auto Show. Ford first offered SYNC for sale in 2007 in twelve 2008 model year Ford group vehicles in North America. SYNC is currently offered in North America on 14 Ford vehicle models, 5 Lincoln vehicle models and on the Mercury Milan. The high-end Sync with MyFord Touch package can use a USB modem or a smartphone as an in-vehicle Wi-Fi hotspot.
  • Toyota Safety Connect. A subscription-based telematics system introduced by Toyota in 2009. The system provides communications, roadside assistance, car safety, remote diagnostics, and other services. Unlike the earlier Lexus Link service offered on Lexus models, the Safety Connect system is proprietary and not licensed from GM?s OnStar service.
  • BMW Assist. Similar to GM?s OnStar or Mercedes-Benz mbrace services as they both use the cellular network and Global Positioning telemetry to locate or guide the vehicle. BMW Assist can provide turn-by-turn directions, remote unlocking, vehicle diagnostics, airbag deployment notification, theft recovery and towing or flat tire repair. The service is included free in most new BMWs. After expiration, it can be purchased at a yearly rate.
  • Mercedes-Benz mbrace. Remotely access services such as Concierge, Remote Lock and Unlock, Send2Benz, Vehicle Finder using the mbrace Mobile Application on iPhone and Android, to connect with your Mercedes-Benz.

Alcatel-Lucent?s LTE demonstrations of public safety mobile broadband show a video-centric force transformed in a variety of day-to-day operational scenarios. Police vehicles with 5 live cameras, iPad-wielding cops, and mobile command centers with hundreds of thousands of dollars in mobile broadband gear. Outside a show flooor ? in the real world ? there is probably not enough bandwidth, infrastructure or money to support all these applications.

TeleNav has announced that it has created the first HTML5 browser-based, voice-guided, turn-by-turn GPS navigation service for mobile devices. By simply adding one line of code, developers of mobile websites or of apps with local content will have a free and easy way to integrate full GPS turn-by-turn directions into their services, creating a more seamless user experience and increasing user engagement and time spent within their applications.

MetroHealth debt downgraded, outlook negative - Moody's

MetroHealth's financial future is a bit more cloudy, according to Moody's.

On the heels of an announcement that its chief executive would not return for another year, Moody's Investor Services changed a Cleveland health system's outlook to negative and downgraded its debt, the Cleveland Plain Dealer reports.

MetroHealth System's debt was downgraded from A3 to A2 late last week, the newspaper reports. Moody's cited CEO Mark Moran not renewing his contract, which expires in March, in its report, the newspaper reports.

Moody's also noted that MetroHealth treats an increasing number of Medicaid patients, sees smaller inpatient volume and needs to replace some older facilities, among others, as reasons for the downgrade, the newspaper reports.

(AP) ? North Korea's state media on Monday called Kim Jong Il's heir the head of the ruling Workers' Party Central Committee, which would give Kim Jong Un power over one of the country's highest decision-making bodies more than a week after his father's death.

The reference in a commentary by the North's main Rodong Sinmun newspaper came as two groups of prominent South Koreans with ties to Pyongyang traveled to North Korea to pay respects to Kim Jong Il, who is being mourned by millions in his homeland.

North Korean soldiers, Rodong Sinmun said, are upholding a slogan urging them to dedicate their lives to protect the committee headed by Kim Jong Un. The slogan means that Kim will likely be appointed as the party's general secretary, one of the country's highest positions.

North Korea is in official mourning for Kim until after a memorial Thursday. But the country is also offering hints about Kim Jong Un's rise as ruler. North Korea began hailing him as "supreme leader" of the 1.2-million strong military over the weekend.

Kim Jong Un, who is in his late 20s and was unveiled in September 2010 as his father's choice as successor, will be the third-generation Kim to rule the communist nation of 24 million.

Is a 2000 Mph Car Actually Possible?

It's just another unexceptional small industrial park along the edge of the town of Apple Valley in Southern California's high desert. One cinder-block building is divided into nine 2000-or-so-square-foot work spaces with roll-up garage doors. In one unit, there's a cheerleader academy. In another, a heating and ventilation company. But unit No. 8 is full of aerospace hardware worthy of the Smithsonian. And it all belongs to Waldo Stakes. To Stakes, these parts aren't artifacts; they are the guts of his Sonic Wind Land Speed Research Vehicle, a rocket car he hopes will break the current land speed record of 763.035 mph and believes could potentially go as fast as 2000 mph.

Stakes is 56, but he could pass for a decade younger. He's a fireplug of a guy-tough like Joe Pesci in Goodfellas but without the menace. He's always on the verge of exploding with excitement, as if his own ideas are building up pressure inside him. Engineering terms run together in bursts of explanation and promised performance. He's a full-throttle optimist, certain that there's no challenge he can't overcome. The name Waldo, somehow, fits.

"The Sonic Wind Land Speed Research Vehicle will be the premier land speed car and the most powerful car ever seen on the planet," Stakes claims in his video tour of the project. "Nothing being built in Australia or Great Britain or planned by any nation will be able to touch this car in its velocity. And its stability will be second to none."

Stakes is a general contractor, but his career has never been the priority. In his small office, which overflows with drawings and designs, he reaches for a wooden model about 4 feet long that looks more like a dart than a car. It's the Sonic Wind. Stakes has been dreaming of it nearly his entire life and, since about 2003, spending nearly every waking moment trying to make it a reality.

Stakes's obsession with speed emerged during his knockabout Chicago-area childhood. "When I was 12 years old in 1967, I was eating some Cracker Jack, and the prize was a weirdly shaped little car," he says. "It was John Cobb's Railton Mobil Special-a car that went 394 mph in 1947. I couldn't believe a car could go that fast. By the time I was 14, I was already building model land speed cars and reading everything on missiles and rockets and aerospace that I could."

His formal education ended when he dropped out of Elgin Community College in 1974, but Stakes's passion for speed persisted. "When you study something for 40 years-and I don't mean just think about it, but study something-you can get to be pretty good at it," he says. "I have literally a thousand books on engineering and aerodynamics. Just everything."

Moving his family to Southern California in 1984 to be closer to the aerospace industry, Stakes was soon scouring scrapyards for parts he could use to build a rocket car. His most impressive find is a set of XLR99 rocket engines designed for NASA's legendary X-15, the stub-winged experimental plane that grabbed the flight speed record of 4520 mph in 1967 and has never let go. "Back in the '80s this stuff was considered scrap metal, and everyone was melting it down to recover the silver and gold from the brazed tubing," Stakes says. "But these engines weren't built that way. They're made from Inconel-X [an exotic alloy] and virtually indestructible. I think they cost $1500 each for four. I have two left. One for the car and a spare."

When it was pushing X-15 pilots such as Neil Armstrong past the boundaries of Earth's atmosphere, the XLR99 delivered up to 57,000 pounds of thrust, burning liquid oxygen and anhydrous ammonia. It's a throttled rocket, capable of operating between 50 and 100 percent thrust. Stakes is contemplating running it on a mix of methanol and liquid oxygen to produce up to 61,000 pounds of thrust.

Stakes also owns and plans to use two fuel tanks from a Redstone rocket, like the one that carried Alan Shepard into space in 1961, and pressure vessels from the Apollo spacecraft's service module. "This stuff is all well-tested and essentially fail-proof," he says.

Through the years, Stakes has worked on other land speed projects, including a BMW-powered streamliner motorcycle that set several records in the late '80s and an 1160-hp 1988 Ford Thunderbird that captured numerous records for cars with normally aspirated internal combustion engines. But Stakes is enough of a realist to recognize that the bar for admittance into what is now a supersonic club is set exponentially higher. "You can't just toss an old surplus turbojet engine into a homemade chassis anymore and go for it," he notes on a Sonic Wind website managed by his son Tone.

As Craig Breedlove explained in POPULAR MECHANICS while he was unsuccessfully chasing a 750-mph record back in 1965, shock waves, aerodynamic instability, transonic local airflows and other "fatal gremlins" can easily wreck a car at Mach 1 speeds (761.2 mph at sea level). More than 20 engineers are working on a British bid to smash the sound barrier and hit 1000 mph in the Bloodhound SuperSonic car, and even after years of research and $15 million, they're not sure what will happen to their vehicle above 800 mph. Stakes believes the Sonic Wind could easily reach these speeds and go well beyond, but he doesn't even have a computer in his cluttered office.

Nevertheless, he claims to know how to keep the Sonic Wind from wrecking or taking fatal flight at transonic and post-Mach 1 speeds. "The idea is to use all the forces acting on the car to keep it stable during runs," he says. "The Sonic Wind's body changes plane slightly in the nose area. This anchors shock waves over the front wheels to increase the negative lift. These shock waves, along with the shocks that will radiate downward from the rear bi-wedge tail fins, will also be used in roll control."

At least, that's the theory. It's a theory that could use a few years of testing and refinement in an advanced wind tunnel. It's a theory that a driver may not want to risk his life on.

At the moment, the Sonic Wind isn't much more than its parts laid out where they'd be positioned in what Stakes envisions as a seven-wheeled beast that's 47 feet 4 inches long and 7 feet wide. Stakes gets help from friends in the land speed community, as well as the occasional moonlighting rocket scientist, but he alone is responsible for the design, handcrafting the scale models and assembling the vehicle.

To any outside observer, Stakes's chances of completing his rocket car-much less breaking any records with it-might seem vanishingly small. It's tempting to remind him of the need for wind-tunnel testing, trained engineers-heck, even just a computer. But then, how many of history's breakthroughs sprang from the passions of similarly obsessed, deeply impractical men-the Wright brothers, Lindbergh, Cousteau... Listening to Stakes spin out his vision of speed, you want to talk some sense to him, make him concede that he's in over his head. But then you don't. Does every dreamer need to build the first plane or fly the Atlantic? Is it so wrong to chase a dream that might truly be beyond your grasp?

Not long after Popular Mechanics visited his tiny workshop, Stakes learned that his landlord was nearly doubling his rent. Undeterred, he simply packed up his parts, plans and prototypes to a small ranch he bought on the outskirts of Apple Valley, deeper in the Mojave Desert. He says he could have handled the rent but actually prefers his new location. It's isolated, with fewer distractions, and he can work outside. But he won't be able to walk across the street for lunch at Del Taco anymore. "The best thing about working alone," he says, "is that you don't have to ask anyone to make changes."

Delaware judge halts Intel antitrust lawsuit (AP)

DOVER, Del. ? A federal judge in Delaware has canceled a February trial in New York's antitrust lawsuit against chip-maker Intel Corp.

The judge says he is halting the case while attorneys discuss a schedule for submitting papers on outstanding issues, including Intel's motion for summary judgment and New York's motion to dismiss the case.

Lawyers for the New York attorney general's office said in papers filed Thursday that they want to have the federal case in Delaware dismissed so they can pursue their claims in New York state court.

That decision followed the Delaware judge's dismissal of claims filed on behalf of individual computer purchasers and his ruling that Delaware's three-year time restriction for claims, not New York's longer statute of limitations, applies in the case.

Video: Shearing triggers odd behavior in microscopic particles

Microscopic spheres form strings in surprising alignments when suspended in a viscous fluid and sheared between two plates ? a finding that will affect the way scientists think about the properties of such wide-ranging substances as shampoo and futuristic computer chips.

A team of scientists at Cornell University and the University of Chicago have imaged this behavior and have explained the forces causing it for the first time. Its findings appear in the Dec. 19-23 early edition of the Proceedings of the National Academy of Sciences.

"The experimental breakthrough revealed that these string structures were perpendicular to the shear instead of parallel to it, contrary to what many in the field were expecting," said Aaron Dinner, associate professor in chemistry at UChicago and a study co-author.

The experiment was led by Itai Cohen, associate professor of physics at Cornell, who custom-built a device that would enable him simultaneously to exert shearing forces on suspended colloids (the spheres) and image the resulting motion at 100 frames per second with a confocal microscope. Imaging speed was critical to the experiment because the string-like structures appear only at certain shear rates.

"This issue of strings has been pretty controversial. I'm not sure that we've solved all the controversies associated with them, but at least we've made a step forward," Cohen said.

Shearing forces affect the dynamic behavior of paint, shampoo and other viscous household products, but an understanding of these and related phenomena at the microscopic level has largely eluded a detailed scientific understanding until the last decade, Dinner noted.

Futuristically speaking, these forces potentially could be harnessed to produce microscopic patterns on computer chips or biosensors via special paints that flow easily when layered in one direction, but becomes hard when layered in another direction.

Cohen's objective was more scientifically immediate: to devise an experiment that would overcome the technical difficulties associated with measuring the mechanical properties of the colloidal strings while also imaging their formation. "The holy grail is to be able to understand how the structure leads to the mechanical properties and then to be able to control the mechanical properties by influencing the structure," Cohen explained.

Cohen, PhD'01, received his doctorate in physics at UChicago, as did lead author Xiang Cheng, PhD'09, a postdoctoral associate at Cornell who assembled the team; and co-author Xinliang Xu, PhD'07, a postdoctoral scholar at UChicago. The study co-authors also included Stuart Rice, the Frank P. Hixon Distinguished Service Professor Emeritus in Chemistry at UChicago and a 1999 recipient of the National Medal of Science.

As members of UChicago's Materials Research Science and Engineering Center, Rice and Dinner are part of a larger effort to determine how materials behave under the influence of various dynamic forces. Some of their physics colleagues analyze forces operating on macroscopic scales, while chemists such as Rice and Dinner attempt to assess how those findings might apply to microscopic phenomena.

Rice and his UChicago co-authors used computer simulations to develop a precise explanation for the string-like colloidal structures that formed in the Cornell experiment. "The previous simulations all left out the consequences of the flow created in the supporting fluid as the particles move, the so-called hydrodynamic forces," Rice said.

"A very large fraction of the work in the field neglects hydrodynamic forces because it's hard. You try and get away with what you can," Rice noted with amusement. "But in this case it turns out that the inclusion of those forces is the crucial element."

The simulations allowed the UChicago team to control various experimental parameters to assess their relative importance. "You can play God," Rice said. "The important finding is the overwhelming role of the lubrication forces and the anti-intuitive result that they create."

The lubrication force comes into play when two colloids come together to behave much like macroscopic ball bearings soaking in a reservoir of goopy fluid.

"Pulling them apart would be working against the fluid and so it would be very hard," Dinner said. "So actually, when you get a collision in these colloidal systems, those lubrication forces hold them together much longer, and that actually allows for some of the unique dynamics that give rise to the structure. That was specifically what the simulations showed."

Xu, the UChicago postdoctoral scholar, adapted a mathematical formula developed by John Brady at the California Institute of Technology to simplify the simulations, which ran for days and weeks at a time. "Every time you rearrange the particles, the interactions are different," Rice said. "If you were to calculate that directly, it would be extremely tedious."

But Xu's adapation of Brady's formula enabled him to generate a table of hydrodynamic interactions that listed each particle configuration. Xu found that he could accurately simplify the simulation by focusing on just two of the experiment's seven layers of colloids.

The simulations and the experiment showed that even after three centuries of study, the field of hydrodynamics continues to yield surprising discoveries. "We are still discovering novel behavior that is fundamentally determined by the hydrodynamics," Rice noted.

(AP) ? Iowa residents flipping their TV channels this season aren't finding a whole lot of Christmas cheer. A barrage of negative campaign ads is flooding the airwaves, with ghoulish images of Newt Gingrich and Nancy Pelosi crowding Santa and doomsday music drowning out holiday song.

Mitt Romney is likened to "big-government liberals." Gingrich is castigated for his "baggage." The still-volatile Republican presidential field means Iowans have two more weeks of this before the leadoff caucuses Jan. 3.

The onslaught of scalding ads and messages landing in voters' mailboxes, prompted in part by a Supreme Court decision last year that helped open the floodgates, has made the race for the 2012 GOP nomination among the most negative the state has ever seen. The campaign air war, slow to start at first, has intensified as the caucuses loom closer ? leaving observers to puzzle over its recent dark turn.

"The ads are more negative than they were in 2007," said Dianne Bystrom, a political communications professor at Iowa State University.

"In part it's the mood of the country, which has certainly darkened in the last 4 years," Bystrom said. "Some of the Republicans haven't spent a lot of time in the state, so they're communicating on television. And there's lots of third party ads this time that have really changed the dynamic."

That means Texas Gov. Rick Perry is slamming Romney, the former Massachusetts governor, for supporting an individual health care mandate that formed the basis of President Barack Obama's health care law. Ron Paul is complaining about "smooth-talking politicians" over video images of Gingrich, Romney and Obama. And a pro-Romney independent group, Restore Our Future, has unleashed a multimillion-dollar assault on Gingrich, effectively doing the former Massachusetts governor's dirty work while letting him float safely above the fray.

"Newt Gingrich has more baggage than the airlines," the group's new ad says, showing Gingrich pairing with Pelosi, the House Democratic leader, to fight climate change.

While attack ads are often effective, they can muddy the instigator as much as they wound the target. That's particularly true in a multicandidate field, where an attack on one candidate from another can actually benefit a third.

Such was the case in 2004, when Democrats Howard Dean and Dick Gephardt battled each other hard in Iowa. Another rival, John Kerry, took advantage of the fray and went on to win the caucuses that year.

As an officially independent group, Restore Our Future bears no mention of Romney's name ? protecting him to some degree from blowback. It is made up of former Romney advisers.

Gingrich, for his part, isn't ready to give Romney a pass. He addressed the risk to Romney at a campaign events in Iowa this week when asked about the impact of the group's ads.

"It reflects badly on other Republicans that they haven't got anything positive to say for themselves and they have to rely on their consultants trying to tear down a fellow Republican and they are in effect doing Barack Obama's work," Gingrich said Monday. "I think the average Republican's going to be very unhappy with Republicans whose entire campaign is negative."

He turned up the heat Tuesday.

"Understand, these are his people running his ads, doing his dirty work while he pretends to be above it," Gingrich said in Ottumwa, Iowa. "I don't object to being outspent. I object to lies. I object to negative smear campaigns."

Earlier Tuesday, Romney said in an appearance on MSNBC that super PACs have been "a disaster." But he refused to urge the group Restore Our Future to halt the attacks on Gingrich, saying that the law prohibits his campaign and such groups to coordinate.

"I'm not allowed to communicate with a super PAC in any way, shape or form," Romney said. "If we coordinate in any way whatsoever, we go to the big house."

A fired-up Gingrich, who has seen his candidacy slide amid a barrage of attack ads, read Romney's remarks to reporters and then promptly labeled them "baloney." He again urged Romney to demand that the negative spots be taken down.

"I think these guys hire consultants who get drunk, sit around and write stupid ads," Gingrich said. "Every one of these candidates should take responsibility for the lies they are putting up".

To be sure, not every candidate is blistering the airwaves.

Gingrich, for his part, is trying to make good on a campaign promise to stay positive in ads even though he's swiped indirectly at Romney. The former House speaker and his wife, Callista, are expected to appear in a campaign Christmas commercial in Iowa later this week.

Cash-strapped hopefuls Michele Bachmann and Rick Santorum are focusing their limited resources on retail campaigning. Jon Huntsman has avoided Iowa in order to go all out n New Hampshire, which hosts the nation's first primary Jan. 10. Our Destiny, a super PAC supporting the former Utah governor, has run positive ads there for him.

By far the biggest jolt to the advertising landscape this time is the emergence of super PACs ? independent groups that can raise and spend unlimited money to support or attack a candidate.

Last year's landmark Supreme Court ruling easing campaign spending restrictions on corporations has brought forth a proliferation of such groups in Iowa. Restore Our Future, a super PAC, has been by far the most prolific, devoting its resources to painting Gingrich as a greedy, unethical hypocrite.

Make Us Great Again, a super PAC backing Perry, has also spent heavily on ads. Groups supporting Gingrich and Santorum have just started to go on the air.

Marty Kaplan, a political communications expert at the University of Southern California, said the negative attacks from both candidates and outside groups would all but certainly continue past Iowa.

"Negative ads work," Kaplan said. "They are compelling narratives with villains and twists that evoke emotion, and they do everything that Hollywood wants to happen to an audience."

Travel ban delays release of Rwandan rebel by ICC (AP)

THE HAGUE, Netherlands ? The release of a Rwandan rebel from International Criminal Court detention was delayed Tuesday because he is the subject of a United Nations travel ban, officials said in court papers.

Pre-trial judges ordered Callixte Mbarushimana released last Friday after dismissing charges against him ? including murder, rape and persecution ? for lack of evidence. Mbarushimana would be the first suspect released by the ICC since its inception in 2002.

He was arrested at his home in France last year and charged with involvement in a Rwandan militia's deadly campaign of attacks on villages in eastern Congo in 2009 by acting as the group's spokesman from his Paris apartment.

An appeal by prosecutors against Mbarushimana's release was rejected Tuesday.

Court spokesman Fadi El Abdallah said that prosecutors' last remaining course of action if they want to block the release is to go back to the pre-trial panel and seek to lodge a final appeal.

Court officials had booked a Tuesday flight to Paris for Mbarushimana, but he remained in custody after French authorities informed the court Mbarushimana is still subject of a U.N. travel ban and he cannot fly there without U.N. Sanctions Committee permission.

France asked for a 48-hour delay in Mbarushimana's transfer on Monday to give them time to approach the Sanctions Committee. The French Foreign Ministry had no comment on Mbarushimana's case Tuesday.

Prosecutors accused Mbarushimana of being a senior member of the Democratic Forces for the Liberation of Rwanda, known by its French acronym FDLR, which is made up of former guerrillas accused of genocide in Rwanda's 1994 ethnic slaughter.

The group's killing spree in Congo in 2009 that left hundreds dead was aimed at forcing Rwanda to accept their return. Prosecutors allege that Mbarushimana's role was coordinating "an international campaign of propaganda and extortion" aimed at furthering the FDLR cause. He has always maintained his innocence.

2 cited for shoplifting become crime victims

(AP) ? Police in Utah say a vehicle was burglarized outside an Ogden store while its owners were being accused of shoplifting from the business.

Police told the Standard-Examiner of Ogden and Deseret News that 36-year-old Eldon Alexander and 47-year-old Korin Vanhouten were released after being cited in the theft of small-ticket items worth about $25 from a WinCo Foods store.

Police say the two then walked into the parking lot and discovered the theft of a stereo amplifier, drum machine and other items valued at about $60 from their vehicle.

Investigators say the two flagged down the officer who cited them as he was leaving the store, and the officer took a crime report from them.

The car burglary occurred while the officer's car was parked nearby.

Moody's cuts Belgium ratings by 2 notches (Reuters)

NEW YORK (Reuters) ? Moody's on Friday cut Belgium's credit rating by two notches, saying the euro zone debt crisis increases funding risks for countries with high public debt burdens.

Concerns about Belgium's economic growth prospects and its banking system, particularly with contingent liabilities stemming from the Dexia group bailout, also contributed to the decision, Moody's said.

"The fragility of the sovereign debt markets (in the euro zone) is increasingly entrenched and unlikely to be reversed in the near future," Moody's said in a statement.

"It translates into heightened potential for funding stress for euro area countries with high public debt burdens and refinancing needs like Belgium," it added.

Belgium's government declined to comment on Moody's decision.

The ratings agency lowered Belgium's local- and foreign-currency government bond ratings to Aa3 from Aa1. The new rating has a negative outlook, which means another downgrade is possible in a couple of years.

The negative outlook reflects ongoing concerns about Belgium's government finances and economic growth prospects in the euro zone due to the debt crisis, Moody's sovereign credit analyst Alexander Kockerbeck told Reuters in an interview.

Belgium on December 5 formed a new six-party coalition government after a caretaker administration approved a budget with austerity measures at the end of November. The budget agreement came just hours after Standard & Poor's cut the country's rating to AA from AA-plus.

The new government must satisfy demands of the Dutch-speaking Flemish majority for devolution of further powers to Belgium's regions, and may have to redraw a budget that economists say is based on too optimistic a growth forecast.

"The recent experience in Belgium is that the political bargaining process can be very challenging and it could be that the new government may need to agree on additional measures," said Kockerbeck.

"It is challenging certainly for the government to come up with additional measures given the downward revisions of economic growth that we experienced in the euro zone as a whole," he added.

Earlier on Friday, rival Fitch Ratings placed Belgium's AA-plus rating on credit watch negative, signaling a downgrade is possible within three months.

Standard & Poor's, which rates the country at AA, also has the rating on watch negative as part of a broader review of 15 euro zone countries.

On Thursday Moody's cut the rating on Dexia's French division Dexia Credit Local to Baa1 from A3, citing concerns about the comprehensiveness of the funding guarantee scheme provided to the unit. It threatened the division with more cuts.

In October, Belgium, France and Luxembourg agreed to guarantee the bond funding raised by the division for the next 10 years, up to 90 billion euros ($116.6 billion).

Bieber stages concert at low-income Vegas school (AP)

LAS VEGAS ? Fifth-grader Jolie Leach says she "was gonna explode" with excitement when Justin Bieber performed a concert at her Las Vegas school, and vowed she'd never wash her hand after he gave her a high-five.

Leach was one of hundreds who showed clear symptoms of Bieber fever after the 17-year-old teen pop sensation staged a private show Friday at low-income Whitney Elementary School. The concert was filmed for an episode of "The Ellen Degeneres Show" and came two months after Bieber promised the school's 650 students a $100,000 donation.

"He really came for us. I'm so glad that he really came for us," said fourth-grader Kynedi Harris, holding a fluffy white stuffed dog picked from a truckload of toys Bieber distributed at his show.

Tucked in a downtrodden neighborhood on the east side of Las Vegas, Whitney Elementary has garnered publicity, including a September segment on Degeneres' show, for providing needy students' families with food, clothes, money for utility bills ? and just about everything in between.

Principal Sherrie Gahn said more than 85 percent of the school's 600-plus students receive free or reduced-price lunch. The school also has one of the highest homeless student populations in the Clark County School District.

Gahn, who said she used to see students pocketing ketchup packets from the cafeteria in hopes of having dinner at night, told "The Ellen Degeneres Show" she made a pact with families after she arrived about eight years ago.

"I'll pay your electrical bill, your utilities, I'll give you food or clothes, whatever you need, as long as you give me your child and then help raise that child as a person of character," she said.

Families at the school told the show Gahn has stayed true to her promise. One girl said Gahn provided her with a bed. A mother said the principal bought her son glasses. Another mother said the school provided her children with Christmas presents when she planned to skip the gift-giving.

Gahn said most of the donations come from individuals or businesses, and she said the show has brought hundreds of thousands of dollars in donations and an outpouring of support from across the country. The school also posts a "wish list" on its website, asking for granola bars, pop-top cans of soup and other non-perishable foods that homeless students can eat for dinner or over the weekend.

Bieber's gift matches a $100,000 donation from Target that was announced on the September TV special about the school. Most of the money will be used to continue basic support ? such as rent assistance ? to keep families off the street and children coming to class.

"My biggest motivator for the kids and the thought and the hope that they don't have to live in this existence when they grow up ? that they break the cycle," Gahn said.

Inside the closed event, Gahn said Bieber toured the campus and told students the story of his family's own financial struggles, including visits to a food bank when he was young. He performed songs from his Christmas album, "Under the Mistletoe," and invited the crowd to dance along to his hit "Baby."

Outside, dozens of squealing high school girls with camera phones jockeyed for a glimpse of the star as he was rushed into the building. Brittany Ellis, 14, had pulled out a scrap of paper just in time for a mobbed Bieber to autograph, and was showing her friends an indecipherable pencil scrawl.

Another girl, 17-year-old Kiersten Umberger, said she nearly cried when she saw Bieber.

"It was the best moment of my life," she said.

Teens from the neighborhood say the worn area is quiet, and certainly not the typical Vegas haunt for celebrities.

But parents and school officials said they were as grateful for the gifts from Bieber and Degeneres as the children were starstruck.

"In a world where these kids live in that things are not always their own or they're taken away," Gahn said, "they gave them memories that no one can ever take."
